Board news exblock ignores Visible Options

I just installed ezportal. There is one feature that doesn't seem to work 100%: Board news exblock.

When i enable it only for the portal it appears everywhere. Dissabled on the portal an enabled on the index it sometims appears only on the portal.
Is this a bug in ezportal or smf RC 5 ?
