I want to use the Argos font in block. Can I add a font somewhere?

The font would be controlled by css either use an inline style in block or edit the themes css files.

OK. If I want to this through the CSS files would that be through SMF or ezPortal CSS? If it is ezPortal , where is this file. I haven't found CSS file under the ezPortal.

ezportal doesn't use a css unless you are using responsive mode then it would be located at
/Themes/default/css/ezportal.css
