Yes... you set up any block you want to only be viewed by a selected group, during the setup of that block. Same as you would setting up a forum category.
admin> ezPortal > ezBlock Manager > go to the panel you want the block to appear, example: Right > select "Add ezBlock" at the bottom of that panel > then you select the type block you want, the like "HTML ezblock" click add ezblock > now you can select the permissions, then at the bottom additional options, like what page it is to appear on!

if by chance your looking for a Staff or team category forum the thats done under the admin . > Forum > boards > setup the board then set it's permissions or change the title and permissions for an existing category!
