Need help with a widget

Hello,

I am testing EZ Portal on a test site before I do all the work and it not be able to do what I want.  I have a widget for the National Debt Clock on my main site, which right now is ADK Portal.  But that portal I can not do RSS Feeds with.  EZ portal I can, which is wonderful.

But I tried an HTML and a PHP block for the following code and it did not work.  Any ideas?
