I think it would be a great feature, after running into a bit of a problem with a mobile theme, to have a themes list for the visible areas for the blocks along with actions and member groups. 

An example would be you have a list of site sponsors in a left hand column using your default theme, but in the mobile theme, you could disable the left hand block, and enable a different top block for a different sponsor.
